Legitimate not-for-profit organizations can use raffles as fund raising projects for legitimate purposes. Check with your state laws on the requirements. Recently there have been raffles held on line for the purpose of selling homes, with the proceeds going to the homeowner for the price of the home and the rest used for charitable purposes.
