Hp laptop display problem???

I hve brought a new hp laptop i week ago......it is having i5 processor , 4gb ram, intel hd disply and windows 7 home basic 64 bit...the prblem is whn we open a new window or anything the display is dim....but it will be ok within some seconds.....i want to knw, is ths a problem????????
