In the Sega Genesis game, The Simpsons-Bart vs. the Space Mutants, how do you take care of the wet paint sign?

Near the shop of Krusty, there is a wet paint sign that I do not know how to take care of. I can take care of all the other purple objects except that one. What do I need to do? PLZ HELP!!
