She definitely likes you as a person - she's just confused about what she wants. Don't ask her out again - She seems indecisive and possibly is enjoying the power trip. If you really value her friendship, then quit chasing her and keep things purely platonic, at least until she can give you a clear answer. Get some power back and just go on with life as normal - the loss of control will probably drive her crazy.
